{"id":3643,"date":"2023-04-25T11:14:25","date_gmt":"2023-04-25T09:14:25","guid":{"rendered":"https:\/\/ugtaytosantander.es\/portal\/?p=3643"},"modified":"2023-04-25T11:14:25","modified_gmt":"2023-04-25T09:14:25","slug":"inspeccion-de-trabajo-obliga-al-ayto-de-santander-a-garantizar-el-funcionamiento-de-las-emisoras","status":"publish","type":"post","link":"https:\/\/ugtaytosantander.es\/portal\/inspeccion-de-trabajo-obliga-al-ayto-de-santander-a-garantizar-el-funcionamiento-de-las-emisoras\/","title":{"rendered":"Inspecci\u00f3n de Trabajo obliga al Ayto de Santander a garantizar el funcionamiento de las emisoras."},"content":{"rendered":"<p style=\"text-align: justify;\"><strong>TRAS LA DENUNCIA DE UGT ANTE INSPECCI\u00d3N DE TRABAJO, POR EL DEFICIENTE FUNCIONAMIENTO DE LAS EMISORAS, LA INSPECCI\u00d3N REQUIERE AL AYUNTAMIENTO DE SANTANDER, CALIFICANDO ESTA INFRACCI\u00d3N COMO GRAVE Y DE INMEDIATA SUBSANACI\u00d3N.<\/strong><\/p>\n<p style=\"text-align: justify;\">La Inspecci\u00f3n de Trabajo responde a la denuncia interpuesta por <strong>UGT,<\/strong> por las <strong>graves deficiencias en el sistema de emisoras utilizadas por la <u>Polic\u00eda Local, Agentes de Movilidad Urbana y personal adscrito al Servicio de Extinci\u00f3n de Incendios y Salvamento y de Protecci\u00f3n Civil del Ayuntamiento de Santander<\/u><\/strong>.<\/p>\n<p style=\"text-align: justify;\">La Inspecci\u00f3n describe en su requerimiento que estos colectivos se encuentran dotados de <strong>equipos port\u00e1tiles de comunicaciones que carecen del soporte t\u00e9cnico necesario para garantizar un desarrollo de su actividad en condiciones de Seguridad y Salud<\/strong> acordes a la normativa vigente.<\/p>\n<p style=\"text-align: justify;\">Detalla y hace constar en este requerimiento la gravedad de la situaci\u00f3n, reflejada en los informes solicitados al Ayuntamiento. Relata hechos tales como que en la zona centro, donde se producen el 75% de las intervenciones policiales, la comunicaci\u00f3n es incluso peor que antes, tras las \u00faltimas modificaciones. Los agentes son incapaces de transmitir su posici\u00f3n y solicitar apoyo de forma urgente, con riesgo grave para su integridad; con consecuencias psicol\u00f3gicas, al generar la falta de comunicaci\u00f3n efectiva ansiedad y estr\u00e9s. Otra circunstancia descrita es que los agentes acaban finalmente solicitando apoyo a trav\u00e9s de sus tel\u00e9fonos particulares, de modo que s\u00f3lo hay un receptor de la informaci\u00f3n, cuando a trav\u00e9s de unas emisoras operativas todos los equipos policiales activos recibir\u00edan los avisos.<\/p>\n<p style=\"text-align: justify;\">As\u00edmismo, describe que <strong>el Ayuntamiento de Santander no ha realizado las actividades necesarias para eliminar y controlar el riesgo, <\/strong>siendo las realizadas hasta el momento actual insuficientes, y estima concurrencia de <strong>infracciones en materia de PREVENCI\u00d3N DE RIESGOS LABORALES <\/strong>seg\u00fan la Ley 31\/95 Ley de Prevenci\u00f3n de Riesgos Laborales, as\u00ed como infracciones de la Ley sobre Infracciones y Sanciones en el Orden Social Real Decreto Legislativo 5\/2000 y Real Decreto 39\/ 1997 de Servicios de Prevenci\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Finalmente, concluye que el Ayuntamiento de Santander ha de <strong>PROCEDER A LA ADOPCI\u00d3N DE MEDIDAS INMEDIATAS DIRIGIDAS A GARANTIZAR LA COMUNICACI\u00d3N ADECUADA Y PERMANENTE DEL PERSONAL ADSCRITO A TALES SERVICIOS DE EMERGENCIAS.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>UGT <\/strong>lleva desde el a\u00f1o 2018 exigiendo al equipo de gobierno soluciones para que los equipos de comunicaci\u00f3n funcionen adecuadamente. Porque <strong>est\u00e1 en riesgo la seguridad y salud no s\u00f3lo de los compa\u00f1eros y compa\u00f1eras polic\u00edas, agentes de movilidad y de los Servicios de Extinci\u00f3n de Incendios y Salvamento y de Protecci\u00f3n Civil del Ayuntamiento de Santander, sino tambi\u00e9n de los ciudadanos y ciudadanas a quienes prestan un servicio p\u00fablico esencial.<\/strong><\/p>\n<p style=\"text-align: justify;\">Nunca entendimos por qu\u00e9 el equipo de gobierno se empecin\u00f3 en cambiar el anterior sistema de comunicaciones, que funcionaba perfectamente. Pero menos a\u00fan entendemos que, a pesar de las innumerables solicitudes que hemos realizado durante los \u00faltimos a\u00f1os, sea incapaz de plantear ninguna soluci\u00f3n, escud\u00e1ndose en las competencias que corresponden a cada socio del Pacto de Gobierno municipal.<\/p>\n<p style=\"text-align: justify;\">Exigimos que se atienda el requerimiento de la Inspecci\u00f3n de Trabajo con la inmediatez que en el mismo se se\u00f1ala, porque ya hemos tenido bastante suerte, pero la l\u00f3gica indica que es cuesti\u00f3n de tiempo que tengamos que lamentar alguna desgracia personal, de la que en ninguna medida queremos ser c\u00f3mplices.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>TRAS LA DENUNCIA DE UGT ANTE INSPECCI\u00d3N DE TRABAJO, POR EL DEFICIENTE FUNCIONAMIENTO DE LAS EMISORAS, LA INSPECCI\u00d3N REQUIERE AL AYUNTAMIENTO DE SANTANDER, CALIFICANDO ESTA INFRACCI\u00d3N COMO GRAVE Y DE INMEDIATA SUBSANACI\u00d3N.
