{"id":3839,"date":"2024-03-15T17:08:39","date_gmt":"2024-03-15T16:08:39","guid":{"rendered":"https:\/\/ugtaytosantander.es\/portal\/?p=3839"},"modified":"2024-03-15T17:43:23","modified_gmt":"2024-03-15T16:43:23","slug":"ugt-reitera-y-amplia-su-denuncia-por-las-graves-irregularidades-con-la-formacion-plantilla-municipal-a-las-que-se-suman-otras-nuevas","status":"publish","type":"post","link":"https:\/\/ugtaytosantander.es\/portal\/ugt-reitera-y-amplia-su-denuncia-por-las-graves-irregularidades-con-la-formacion-plantilla-municipal-a-las-que-se-suman-otras-nuevas\/","title":{"rendered":"UGT REITERA Y AMPLIA SU DENUNCIA POR LAS GRAVES IRREGULARIDADES CON LA FORMACI\u00d3N DE LA PLANTILLA MUNICIPAL A LAS QUE SE SUMAN OTRAS NUEVAS"},"content":{"rendered":"<p>Desde <strong>UGT<\/strong> queremos informaros que, tras nuestra denuncia del pasado 5 de febrero de lo que consideramos <strong>GRAVES <u>IRREGULARIDADES CON CARGO A LA PARTIDA DEDICADA A LA FORMACI\u00d3N DEL A\u00d1O 2023<\/u>, <\/strong>se solicit\u00f3 MESA DE ASUNTOS COMUNES para tratar este tema.<\/p>\n<p>Se realiz\u00f3 una <strong><u>NUEVA PETICI\u00d3N <\/u><\/strong>DE DESGLOSE DE GASTOS, CON CARGO A LAS<strong><u> PARTIDAS DE FORMACI\u00d3N PARA LOS A\u00d1OS 2019, 2020, 2021 Y 2022, <\/u><\/strong>para saber exactamente qu\u00e9 es lo que est\u00e1 pasando con el dinero dedicado a formarnos, que directamente afecta a nuestras promociones laborales dentro del Ayuntamiento.<\/p>\n<p>Tras su estudio:<\/p>\n<ul>\n<li>Ha quedado acreditado que <strong><u>se han pagado cursos a personas que no pertenecen a la platilla municipal<\/u><\/strong>.<\/li>\n<li><strong><u>Se ha estado formando a Personal de Confianza<\/u><\/strong> con nuestra partida durante varios a\u00f1os, formaci\u00f3n de todo tipo hasta universitaria. (se ha pedido hace semanas el informe Jur\u00eddico al Ayuntamiento sobre si esta pr\u00e1ctica es legal, informe que seguimos esperando \u2026).<\/li>\n<li>Seguimos sospechando de <strong><u>pagos de mantenimiento de aplicaciones inform\u00e1ticas<\/u><\/strong>, (no de formaci\u00f3n para su uso).<\/li>\n<li>Hay <strong><u>cursos de los a\u00f1os los a\u00f1os 2019-2022 que se desconoce qui\u00e9n los ha realizado <\/u><\/strong>(\u00fanicamente el gasto cargado a la partida).<\/li>\n<li><strong><u>Seguimos sin saber porque la partida del 2024 se ha reducido dr\u00e1sticamente un 20 % y de forma unilateral por el Ayuntamiento, sin negociaci\u00f3n o causa justificada<\/u><\/strong>. (mientras se han realizado todas estas pr\u00e1cticas, entre otras que ya os informamos, que como m\u00ednimo vamos a decir que nos resultan muy sospechosas).<\/li>\n<\/ul>\n<p>Tras nuestra denuncia, lo primero que sufrimos fueron <strong><u>presiones para retractarnos<\/u><\/strong>. Con una informaci\u00f3n que es entregada por el propio Ayuntamiento, no cabe retractaci\u00f3n posible. <strong>UGT<\/strong> nos hemos limitado a informar.<\/p>\n<p>En conclusi\u00f3n, a fecha de hoy<strong> <u>NO SE NOS HA CONVOCADO A UNA MESA ESPEC\u00cdFICA CON PRESENCIA DEL RESPONSABLE POL\u00cdTICO Y DEL JEFE DE RR.HH. PARA EXPLICARNOS LO SUCEDIDO CON NUESTRO DINERO,<\/u><\/strong><u> para formaci\u00f3n del periodo 2019-2023<\/u>.<\/p>\n<p>Mientras sucede todo esto, tambi\u00e9n<strong> <u>SE NOS PRESIONA POR PARTE DEL AYUNTAMIENTO PARA APROBAR UN NUEVO PLAN DE FORMACI\u00d3N PARA EL A\u00d1O 2024, SIN ACLARAR PREVIAMENTE LAS IRREGULARIDADES<\/u><\/strong><u>, sin ir a una mesa donde el Ponente de Personal responda por ellas. <\/u><\/p>\n<p>Desconocemos si estas nuevas presiones son, para que cerremos los ojos y nos impliquemos en validar\/tapar el asunto echando tierra sobre ello, o para abrir el grifo de la partida y seguir cometi\u00e9ndolas. Como para <strong>UGT<\/strong> todo es igual de sospechoso y grave, nos reiteramos en nuestra denuncia.<\/p>\n<p>Adem\u00e1s, <strong><u>PONEMOS TODA LA DOCUMENTACI\u00d3N DEL USO QUE SE HA DADO DE LAS PARTIDAS DE FORMACI\u00d3N DE LA PLANTILLA A DISPOSICI\u00d3N DE TODOS LOS TRABAJADORES<\/u><\/strong><u> MUNICIPALES QUE EST\u00c9N INTERESADOS. Pod\u00e9is CONTACTAR CON NUESTROS <strong>DELEGADOS DE UGT<\/strong><\/u>, que os la facilitar\u00e1n para que juzgu\u00e9is por vosotros mismos.<\/p>\n<p>Mientras esto sucede, y como si ya fuera poco por s\u00ed solo, se nos llama con una CONVOCATORIA A MESA DE FUNCIONARIOS con \u201c<strong><u>muy sospechosa urgencia<\/u><\/strong>\u201d y <strong><u>sin cumplir los plazos legales<\/u><\/strong>.
