{"id":4000,"date":"2024-10-29T12:15:05","date_gmt":"2024-10-29T11:15:05","guid":{"rendered":"https:\/\/ugtaytosantander.es\/portal\/?p=4000"},"modified":"2024-10-29T12:15:05","modified_gmt":"2024-10-29T11:15:05","slug":"ugt-informa-ugt-destapa-el-posible-origen-del-impago-de-los-atrasos-a-la-plantilla-municipal","status":"publish","type":"post","link":"https:\/\/ugtaytosantander.es\/portal\/ugt-informa-ugt-destapa-el-posible-origen-del-impago-de-los-atrasos-a-la-plantilla-municipal\/","title":{"rendered":"UGT INFORMA: UGT DESTAPA EL POSIBLE ORIGEN DEL IMPAGO DE LOS ATRASOS A LA PLANTILLA MUNICIPAL"},"content":{"rendered":"<p style=\"text-align: justify;\">Desde<span style=\"color: #ff0000;\"> <strong>UGT<\/strong>,<\/span> tras diversas indagaciones parece que hemos conseguido averiguar lo que se postula como la <span style=\"color: #ff0000;\"><strong><u>posible CAUSA REAL DEL IMPAGO DE LOS ATRASOS<\/u><\/strong>: de nuevo, <strong><u>UNA EXTERNALIZACI\u00d3N DE TRABAJOS O FUNCIONES, QUE DEBIERAN SER REALIZADAS CON RECURSOS Y MEDIOS PROPIOS<\/u>. <\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">Los <strong><u>indicios que manejamos son<\/u><\/strong>, que los impagos reiterados de los atrasos, tienen como origen, lo que a todas luces se postula como una <strong><u>nefasta gesti\u00f3n municipal<\/u><\/strong> (recordemos que se han abonado en mayo\/junio en el resto de las Administraciones). En concreto, se deber\u00eda al tipo de contrataci\u00f3n efectuada con la empresa contratada por el Ayuntamiento de Santander con el fin de \u201cfacilitar\u201d la realizaci\u00f3n de las nominas de toda la plantilla municipal, y que se ha trasformado justo en lo contrario.<\/p>\n<p style=\"text-align: justify;\">Desde <span style=\"color: #ff0000;\"><strong>UGT,<\/strong> <strong><u>QUEREMOS CERCIORARNOS DE SI ES CIERTO QUE EL AYUNTAMIENTO DE SANTANDER HA ENTREGADO NUESTROS DATOS PARA LA CONFECCI\u00d3N DE NUESTRAS N\u00d3MINAS A LA EMPRESA CONTRATADA, y est\u00e1n almacenados en \u201csu nube<\/u><\/strong><\/span><u><span style=\"color: #ff0000;\">\u201d<\/span>, y ya no permanecen en nuestro Servidores municipales<\/u>.<\/p>\n<p style=\"text-align: justify;\">Esto implicar\u00eda, que <span style=\"color: #ff0000;\"><strong><u>la empresa contratada pasa a ser \u201cdue\u00f1a y se\u00f1ora de nuestros datos\u201d.<\/u><\/strong><\/span> Cada nuevo cambio o transformaci\u00f3n de la n\u00f3mina sobre cuestiones \u201cpoco habituales\u201d como, por ejemplo, un pago de atrasos, esta empresa tendr\u00eda m\u00e1s poder para forzar al Ayuntamiento a un nuevo pago, contrato o ampliaci\u00f3n del ya existente.<\/p>\n<p style=\"text-align: justify;\"><u>Seg\u00fan informaciones<\/u> que nos llegan a <strong>UGT<\/strong>, esta <span style=\"color: #ff0000;\"><strong><u>externalizaci\u00f3n se ha realizado, incluso en contra del criterio de los T\u00e9cnicos municipales<\/u><\/strong><\/span><u> en la materia<\/u>, que advirtieron de las complicaciones que venimos padeciendo, y que, con gran probabilidad no ser\u00e1n las \u00faltimas.<\/p>\n<p style=\"text-align: justify;\">Desde <strong><u><span style=\"color: #ff0000;\">UGT HEMOS SOLICITADO VISTA DEL EXPEDIENTE DE CONTRATACI\u00d3N DE LA EMPRESA ADJUDICATARIA<\/span> <\/u><\/strong>y as\u00ed, poder averiguar sus t\u00e9rminos y alcance, y cerciorarnos de si los trabajadores municipales nos hemos convertido en \u201crehenes accidentales\u201d, tras esta lamentable decisi\u00f3n.<\/p>\n<p style=\"text-align: justify;\">Es muy curioso que todos estos movimientos y decisiones de externalizaci\u00f3n, vengan acompa\u00f1ados por <strong>una <u>CAMPA\u00d1A ORQUESTADA DE DESCR\u00c9DITO DE LOS COMPA\u00d1EROS DEL SERVICIO DE INFORM\u00c1TICA<\/u>.<\/strong><\/p>\n<p style=\"text-align: justify;\">Ante estos ataques injustificados, s\u00f3lo <strong><u>UGT HEMOS DADO UN PASO AL FRENTE, PARA DEFENDER SIEMPRE A ESTE COLECTIVO DE COMPA\u00d1EROS<\/u><\/strong>. No se nos puede olvidar, (como ya hemos manifestado en varias Mesas y Juntas de Personal, y as\u00ed est\u00e1 reflejado en las actas), que<strong> <u>I<span style=\"color: #ff0000;\">NFORM\u00c1TICA EST\u00c1 VIENDO CADA D\u00cdA INCREMENTAR SU TRABAJO EXPONENCIALMENTE<\/span><\/u><span style=\"color: #ff0000;\">;<\/span><\/strong> y como el resto de Servicios, <strong><u>sufre carest\u00eda de personal, bajas, inminentes jubilaciones \u2026 y todo ello, CON UNA MUY EXIGUA PLANTILLA,<\/u><\/strong> en relaci\u00f3n a las necesidades reales existentes actualmente en el Ayuntamiento de Santander.<\/p>\n<p style=\"text-align: justify;\">Desde <strong><u>UGT SEGUIREMOS LUCHANDO Y DEFENDIENDO LOS RECURSOS P\u00daBLICOS<\/u><\/strong>, y el trabajo de <strong><u>todos los FUNCIONARIOS Y LABORALES QUE FORMAMOS LA PLANTILLA MUNICIPAL<\/u><\/strong>, as\u00ed mismo, iniciamos un <strong><u>estudio pormenorizado de este problema del que os estamos informando, y que AFECTA DIRECTAMENTE A NUESTROS SALARIOS.<\/u><\/strong><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #ff0000;\"><strong><u>UGT, PARTE DE LA SOLUCI\u00d3N, Y NO PARTE DEL PROBLEMA<\/u><\/strong><\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"color: #ff0000;\">Seguiremos informando<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Desde UGT, tras diversas indagaciones parece que hemos conseguido averiguar lo que se postula como la posible CAUSA REAL DEL IMPAGO DE LOS ATRASOS: de nuevo, UNA EXTERNALIZACI\u00d3N DE TRABAJOS O FUNCIONES, QUE DEBIERAN SER REALIZADAS CON RECURSOS Y MEDIOS PROPIOS.
