UGT<\/strong>\u00a0<\/strong><\/span>DENUNCIA<\/span> QUE <\/strong>EL EQUIPO DE GOBIERNO Y CON LA ALCALDESA A SU CABEZA, PARECE QUE HAN DECIDIDO CONVERTIR EL AYUNTAMIENTO DE SANTANDER, EN LUGAR DE EN UN SERVICIO P\u00daBLICO, EN \u201cSU EMPRESA PARTICULAR\u201d<\/p>\n

El Equipo de Gobierno, con <\/strong>La Alcaldesa<\/strong> a su cabeza, parece que han decidido convertir el Ayuntamiento de Santander, en lugar de en un Servicio P\u00fablico, en \u201cSU EMPRESA PARTICULAR\u201d, olvidando que el presupuesto que gestionan, es de DINERO P\u00daBLICO. <\/strong><\/p>\n

En lo que se puede entender como una estrategia a llevar a cabo, desde 2020 se han ido percibiendo toda una serie de movimientos con el PRESUPUESTO MUNICIPAL, DANDO LUGAR A UNA GESTI\u00d3N QUE DESDE <\/strong>UGT <\/strong>NOS PARECE M\u00c1S QUE CUESTIONABLE<\/strong>.<\/p>\n

En primer lugar<\/u><\/strong><\/span>, se multiplicaron por 3 las Direcciones Generales,<\/strong> pasando de 3 Direcciones a 8 ampliables a 9. Estos son cargos de elecci\u00f3n pol\u00edtica y altamente retribuidos<\/strong> con dinero p\u00fablico<\/strong>.<\/p>\n

En segundo lugar<\/u><\/strong><\/span>, una vez asentado este pivote, las Direcciones Generales comenzaron a realizar acciones que los funcionarios y <\/strong>el<\/strong> resto <\/strong>de<\/strong> personal municipal perciben como extralimitaciones de sus funciones<\/strong> (las establecidas por Ley) como pueden ser el intervenir en las de los funcionarios y las Jefaturas de Servicio, hasta en algunos casos empezar a suplirlas completamente.<\/p>\n

Nos informan que parece ser, que esto, es lo que ha pasado en FITUR y ARCO,<\/strong> por mencionar dos de los ejemplos m\u00e1s recientes. En ambos casos, la informaci\u00f3n que nos llega, es que no se cont\u00f3 con los funcionarios Jefes de Servicio o ning\u00fan otro miembro perteneciente a la plantilla municipal, y fueron las Direcciones Generales, e incluso Concejales y\/o personal Directivo de Empresas privadas, quien releg\u00f3 a los funcionarios en sus funciones de trabajo.<\/p>\n

En tercer lugar<\/span>,<\/u><\/strong> y como se pudiera llegar a concluir, el objetivo final de todo esto puede ser: desestabilizar a los Servicios municipales, infra dotarles de RR.HH. y materiales para facilitar la llegada de empresas privadas.<\/p>\n

Mientras, los funcionarios y laborales de los Servicios Municipales, con plantillas reducidas en este periodo 2020-2025, hasta un 30 y 40%<\/strong> y en muchos de ellos (por las numerosas jubilaciones, estabilizaciones en otras Admones., bajas \u2026 etc.) no pueden ni hacer uso de d\u00edas de descanso o vacaciones. Esta circunstancia <\/strong>es<\/strong> necesaria para garantizar el acceso de la privatizaci\u00f3n.<\/strong><\/p>\n

Hemos visto en prensa en estos d\u00edas, que la inversi\u00f3n en empresas desde 2020 por parte del Ayuntamiento se incrementa en ese mismo porcentaje, LAS CUENTAS CUADRAN.<\/u><\/strong><\/p>\n

Asistimos a la visi\u00f3n \u201cEMPRESARIAL\u201d del Equipo de Gobierno, generar la necesidad y a continuaci\u00f3n entregar \u201cSU SOLUCI\u00d3N\u201d = PRIVATIZACI\u00d3N<\/u>.<\/strong> Para ello, ha sido muy \u00fatil la actuaci\u00f3n de la Direcci\u00f3n de RR.HH., que parece ser la base que sustenta este sistema.<\/p>\n

Todo esto sucede al mismo tiempo que el Ayuntamiento se cae a pedazos literalmente<\/u><\/strong>, tanto por su trato al personal<\/u><\/strong>, como por el propio edificio, con unos s\u00f3tanos apuntalados desde hace much\u00edsimos meses, un sistema el\u00e9ctrico totalmente obsoleto con el riesgo potencial que esto implica, la protecci\u00f3n contra incendios con una alarma que no funciona (no se oye, luego no es operativa desde 2010) y las ca\u00f1er\u00edas a punto de colapsar por su deterioro<\/u><\/strong>, dejando un olor en el Ayuntamiento, muy acorde a lo que estamos viviendo.<\/p>\n

Desde UGT<\/strong> <\/span>nos vamos a hacer portavoces de una cita que no es nuestra, pero que viene muy bien para HACER UN AN\u00c1LISIS COLECTIVO DE LOS TIEMPOS QUE CORREN, despu\u00e9s, que cada cual haga su propia reflexi\u00f3n y act\u00fae sobre cual quiere que sea su lugar:<\/p>\n

\u201cEL PODER NO CAMBIA A LAS PERSONAS, SOLO LES QUITA LA NECESIDAD DE FINGIR. EL JUSTO PROTEGE, EL AMBICIOSO ABUSA, EL INSEGURO SE VUELVE TIRANO. NO ES EL PODER EL QUE CORROMPE, ES EL VERDADERO ROSTRO DE CADA UNO, EL QUE EMERGE CUANDO NO HAY MIEDO A LAS CONSECUENCIAS\u201d.<\/p>\n
